Members who pre-ordered these books should have received them by the time this edition of Arabianz is received. A limited number of over-runs were ordered and are available from the NZAHBS office for $40.

Annual General Meeting 2007 This will be held in Auckland on May 5, 2007. Full details are enclosed with this magazine. The day will begin with a Forum, followed by the Annual General Meeting and the evening function will include a guest speaker. Details of any stud tour will be confirmed at a later date.

Suspended Horses

Membership Rebate Full members will again receive a $25.00 rebate on their membership fees providing they are paid by February 28th 2007.

2007 National Endurance Ride and Horse of the Year 2006 The National Endurance Ride 2007, will be hosted by the Ruahine Club. The 2007 Horse of the Year (to be held in Hastings) will feature a FEI** endurance event. Belinda Simons has the Endurance portfolio.

Revamped Registration Form A draft of the proposed Registration Form which will be used to register both purebreds and derivatives, was tabled at the meeting. This continues to be work in progress and a further draft will be tabled at the January 2007 meeting.

Foal Recording Registration Considerable discussion took place at the meeting regarding the above and work will continue on this subject at the next Council meeting. Progress will be reported back to members at that point.

NZAHBS Rules and Regulations 2006 This publication with amendments and new regulations included, has now been printed and a copy is enclosed with this mailout. The 2006 version replaces all other versions which should now be destroyed. Further copies are available from the NZAHBS office (Green cover). Many people were involved in updating the old rules and critiquing the final draft and particular thanks are due to Mel Gubb for his tireless contribution. This portfolio is care of Gabrielle Deuss.

Exported Stallion/Semen retained in New Zealand If a stallion is exported and frozen semen is retained in New Zealand, owners of stallions and semen are encouraged to make sure that all parties understand the situation from the same perspective.If you have sold the stallion and he has been exported, but retained frozen semen in New Zealand, please ascertain in writing who owns the semen. It is pointless retaining frozen semen if you (as the previous owner of the horse) do not have permission to use it in New Zealand. The foals will not be registered.

Exporting semen requires a series of health tests to be performed on the stallion before collection, so if you are exporting semen which you might want to export, please make sure you find out the importation requirements of the importing country. This is part of Gabrielle Deuss' portflio.

2007 WAHO Trophy Nominations Nominations are open now for the 2007 awarding of this prestigious Trophy. Nominees must meet the following criteria:

Written nominations only must be supported by a short summary qualifying the nomination The horse must be registered with the NZAHBS The horse must be a purebred The horse must be bred in New Zealand The horse must be domicilied in New Zealand The horse must be alive at the time of nomination Nominees should be Arabian horses that have, in some way, been an excellent "ambassador" for the breed, or in the case of older horses, achieved the same through immediate progeny

Nominations should be for all disciplines and not limited to halter horses only.

The successful recipient will be announced at the AGM, 2007. 2006 Show Rules/Handling and/or Riding a StallionCouncil discussed this matter (NZAHBS Rules 2006: Section A:21: Stallions shall not be shown at halter or under saddle by any person aged 18 years or under. Proof of age will be required.) at an NZAHBS show/or where NZAHBS Showing Rules are applied, with regard to possible dispensations. After considerable discussion, it was agreed, by majority vote, that there would be no dispensations – Council taking the conservative view on the subject with various reasons being covered and considered including OSH, Animal Welfare, People Welfare, Safety of other people and unpredicatability of even the quietest stallions.

DNA Cost This will be discussed once the reorganisation at NZTBR has been completed when the NZAHBS will negotiate directly with the Laboratory. Members will be advised as these discussions progress.This portfolio is handled by Gabrielle Deuss. WAHO Trophy The 2006 winner Ngapa Joussif will be highlighted in a special Arabianz feature in the December 2006 edition. Owners/riders with Ngapa Joussif progeny are invited to participate with advertising and/or articles in the December edition. Nominations for the 2007 WAHO Trophy recipient will also open in the December 2006 edition.

Horse of the Year/Arabian Classes With no support received to run these classes at the Horse of the Year, these classes will now lapse. The Secretary has accordingly advised the Horse of the Year secretariat.

2006 Royal Show Christchurch - Arabian Judge The Judge for this event has been confirmed as Graham Smith from Australia. Graham Smith, from Murrumbateman, New South Wales has been a National Panel Judge since 1996 and owns Kankara Pastoral where he breeds purebred Arabians, Anglos and Arabian Warmbloods. He last judged in New Zealand at the 2002 Auckland Royal Show and was one of the judges at the 2004 Australian Championships. Graham Smith is also qualified to judge Palominos, Pintos, Hacks/EFA, Buckskins and White Horses.

2006 Stud Directory It is anticipated that this publication will be updated and published again within the next 18 months. Tracey Rhodes has the portfolio.

Suspended horses

MYS Fire Spirit - this horse and any progeny by him remain in suspension until matters pertaining to his registration have been resolved.

2007 National Show To be held at Cambridge Lodge on 24/25 February 2007. Planning is well underway. Any sponsorship will be welcome. Co-ordinating this portfolio between the organisers and the NZAHBS is Lee Cox.

Discount for Full Members Renewing Their Membership A $25.00 rebate will again be offered to FULL members renewing their membership by 28 February 2007. Membership renewals are posted with the December edition of the Arabianz.

Electronic Stud Book Discussions with the Australian Society have been held with costs now being sought from the AHSA regarding loading our stud book onto their electronic data base and maintaining the updates. The New Zealand horses will be in a separate stud book accessible through the NZAHBS webpage. This project is still at the research stage. However, it will again be discussed at the November meeting of Council and members will be advised accordingly. Gabrielle Deuss has this portfolio.

Office Report A further reminder that Mare and Stallion Returns are well overdue. Any that have not been completed, please forward without delay to the office. A reminder that the deadline for receipt of purebred registrations has also been extended and is now July 1. A new requirement for mare and stallion returns is that all matings (purebred and derivatives) must be shown on the returns. A list of horses with registration problems was tabled at the meeting. Most are DNA problems - mare or sire not DNA'd or no mare and/or stallion returns, etc. Please ensure you have your paperwork COMPLETE before you post it to the NZAHBS office. The Secretary has been directed by Council to return any paperwork to the sender that does not meet all criteria. Of all the paperwork received at office, 80% is incorrect.

A reminder that the services of the NZAHBS office and our Secretary Robin Hill are totally unavailable during the period leading up to, during and after the Easter Show. To meet this hiatus in activity at the office, Gabrielle Deuss will be the immediate contact during this period, and will redirect matters for action to other council members as required.

Emails to the Office: Please state clearly in the subject line the title of your query. If it is not included, please do not expect a reply. The office receives around 800 emails per day, the majority of which are Spam and these are accordingly deleted. If you still have a problem? Please contact your nearest Council member.

DNA List on Arabianz/Horsetalk Website The current list of Purebred DNA'd horses has been posted on the NZAHBS Arabianz/Horsetalk website. Please note that some imported horses do not appear on this list. This does not mean that their DNA is not on record and they will be added as the list is regularly updated. If your horse does not appear on the list and you believe it should be there, please contact the office. A reminder if you are contemplating importing a purebred horse, it must be DNA'd in the country of origin prior to coming to New Zealand. Derivatives do not have to be DNA'd in their country of origin.

Endurance Council wishes to establish more contact with Endurance New Zealand since the vast majority of successful endurance horses are Arabians or derivatives. Belinda Simons, who has this portfolio, has made good progress so far this year. Any suggestions should be directed to her. We have also entered into a reciprocal newsletter arrangement with Endurance New Zealand.

SCID Testing This is not a pre-requisite of registration/use by the NZAHBS. Of the 31 horses being tested under the latest round, 16 have come from New Zealand.

Use of the "Derivative" Title Council have moved to rename all non-purebred horses by the overall name of Derivatives with the subheaders under this main title being partbreds and Anglos. This will bring the New Zealand Society into line with Australia and make the integration of our non-purebreds into the electronic data base smoother. However, there are no plans at this stage to further split the registrations into other sub-sets such as Arabian Warmbloods and Quarabs. Show Secretaries are advised of this change via this publication and are requested to rename the appropriate section in their show schedules. Updated Registry's of Derivative horses split into Partbred and Anglo will be available from the office shortly. Costs will be advised through Arabianz and on the Arabianz website.

Royal Agricultural Society Affiliation

Levies for affiliated breed societies to the RAS were increased following the last RAS AGM. Accordingly and following discussion at the meeting, Council has decided that membership of the RAS will be reviewed.

WAHO Conference Syria, 2006 Robin Hill was to represent New Zealand at the Conference however, due to the ongoing unrest in the Middle East, he will not attend. NZAHBS reports have been forwarded to the Secretary of WAHO for tabling on our behalf at the conference. The next WAHO Conference 2008 will be hosted in Muscat, Sultanate of Oman.

NZAHBS Rules for Showing and Judging Arabian Horses 2006 Edition These are now available from the office. Show Secretaries are advised to obtain copies for their Judges. Please note that there are a series of changes to the rules and these were published in the last issue of Arabianz. This latest edition (Green cover) replaces all other previous editions. A full list of NZAHBS Judges appears on the Website.

2007 NZAHBS Annual General Meeting This will be held in Auckland with a date and venue to be confirmed in the December issue of Arabianz and on the NZAHBS website.

Promotional Activities In line with the WAHO memorandum tabled at the meeting regarding in-country promotion of Arabian horses, expressions of interest are called for to participate in a forum to establish a strategic plan for promoting the New Zealand Arabian Horse (purebred and derivative). WAHO Report Council received a considerable report from WAHO which included the Rules and Requirements for Establishing and Keeping a Stud Book, incorporating Minimum Rules and Requirements for the use of Artificial Insemination and Embryo Transfer and Ovum Transfer and In Transit Rules. The key points of this report are as follows:

Rule 14: Age of Breeding Stock - regardless of the method of breeding used, it is a mandatory WAHO rule that colts and fillies must be at least 24 months of age prior to their use for breeding. Recommendation: WAHO strongly recommends, for welfare reasons, that fillies should be over the age of 36 months prior to their first use for breeding. Rule 15: Breeding Stock - Identification by DNA or Bloodtyping - Clause 4) It is a mandatory WAHO rule that Registering Authority Members only use laboratories accredited by ISAG or equivalent body which take part in the annual equine comparison tests or equivalent quality checks.

Rule 17: Artificial Insemination Clause 3: Artificial Insemination Permits: The majority of WAHO Registering Authority Members have a domestic rule that an Artificial Insemination Permit is required for each stallion used in an Artificial Insemination programme, whether using fresh, chilled or frozen semen. Such AI permits may be for life or renewed each calendar year that semen is being used (NB: Please note: the NZAHBS requires annual permit renewal for both stallion and mare ). The following mandatory AI Permit rules must be compiled with:

The permit must be obtained from the Registering authority of the country in which the stallion is domiciled prior to the use of his semen The recorded owner or authorised agent of the stallion must complete, sign and file an AI Permit request on the form provided by the Registering Authority. By signing this form, the stallion owner agrees that he/she has read and agrees to abide by the rules used by the Registering Autjority for Artificial Insemination. The stallion must be registered in the stud book of the country in which he is domiciled at the time of semen collection The stallion's DNA-type must have been placed on permanent record with the Registering Authority

The required fees must have been paid

Clause 5: Use of Fresh or Chilled Semen on Stallion Owner's Premises In cases where the semen is utilised in its fresh or chilled form on the same farm or facility where the stallion and mare are both present at the time of collection, the WAHO Semen Collection and Insemination Report form need not be used. Clause 6: Export of Stallion in AI Programme: Retained Breedings by Vendor If a stallion is exported but stored semen is retained for use within the country of sale, the semen may only be used provided the following rules are met: Permits are required for each year in which the semen is used The Semen Collection and Insemination Report form must be signed by the stallion owner(s) or authorised agent(s) at the time of the semen collection

The preclude future legal disputes, the stallion owner or authorised agent at the time of semen collection must provide written evidence to the Registering Authorities in both the exporting and importing country that the person using the semen has authority to do so.

Clause 7: Domestic Sale of Stallion in AI Programme: Retained Breedings by Vendor

If a stallion is sold, his AI Permit may be transferred to the name of the new owner(s) provided the Registration Authority is informed in writing and the Transfer of Registration rules are met. If a stallion is sold within the country of domicile but the vendor retains stored semen for use either within the country of domicile, or for export, the Registration Authority must be informed in writing of the number of breedings retained. This semen may be used provided the following rules are met: Permits are required for each year in which the semen is used

The Semen Collection and Insemination Report form must be signed by the stallion owner(s) or authorised agent(s) at the time of semen collection

To preclude future legal disputes the stallion owner must provide written evidence to the Registering Authority that the person using the semen has authority to do so.

Rule 23: Name Changes Racing or Competition Names:

Some countries allow horses to race or take part in competitions such as endurance under different names to their original registered names. These racing or endurance names are not registered names and must not appear on a registration certificate or passport nor in the main body of any stud book or register, however, an appendix showing a list of registered names alongside racing or endurance names may be used. Recommendation: WAHO Member Registries are strongly advised to discourage the practice of changing names for competition as this may result in the mistaken identity of a horse, which in turn can result in misinformation being passed to the general public in published competition results. It can also result in the complete loss of the true identity of a registered Arabian horse.

Rule 27: Import Procedures between WAHO Registering Authority Member Countries Clause 2: Qualification

Only horses imported from and registered with a WAHO Registering Authority Member in good standing can be registered. Current lists may be obtained from the WAHO Office. If not accompanied by the proper documentation, the imported horse may not be registered by the importing country Under no circumstances may an imported horse be registered without a WAHO approved Export Certificate. No other document will suffice.

No processing of further paperwork for an imported horse can begin until the WAHO Export Certificate or an approved version of the same is on file.

Next Meeting The next meeting of the NZAHBS Council will be held in Christchurch on 1 November 2006. Members wishing to raise any matters at that meeting should ensure their correspondence is in the hands of the Secretary at least three weeks prior to that date.

A NZAHBS Council meeting was held in Christchurch on 5 May. Below are the key points from the meeting.

Incorrect Anglo Registrations/Partbred Registers This work has now been completed and the Secretary will be issuing partbred cards in place of incorrect anglo registration cards shortly. Owners will be notified of the changes at the time of mailing the changed registration cards. A partbred register (off computer/photocopier only) with updated information will be printed shortly.

Roll of Merit Points Changes Because of the difficulty the convenors of the ROM (Sue Spratt and Bev Jones) have experienced again this season trying to obtain show results from, in particular B grade shows, ROM points will now be applicable only to Champions and Reserves at Double A (National titles) and A Grade shows, and will cover only Champion, Reserve Champion and Top Five/Top Three recipients at Title Shows. Endurance is unchanged with the minimum required achievement being 5000km. Applicable shows/disciplines now are as follows:

AA Class: National Titles Show

A Class: North and South Island Championships Taranaki All Arabian Auckland Spectacular North Island All Breeds (Hamilton) Auckland Royal Easter Canterbury All Arab Royal Show (to be held in Christchurch until 2009) Otago All Arab Progeny (unchanged)

Endurance 5000km (unchanged)

[Please note: The Horse of the Year Show (Hastings) is NOW un-graded. This may be reviewed when an appropriately credentialed judge is used for this show. WAHO Trophy 2006 A number of quality nominations were received for this prestigious award and Council by majority vote decided that the 2006 recipient should be Ngapa Joussif, owned by Lin and Stuart Cottle. Congratulations to the Cottles and Ngapa Joussif.

NZAHBS Rules Proposed changes to the NZAHBS Rules were circulated to all members prior to the AGM in accordance with the Constitution requirements and were passed unanimously by full members at the meeting. The Rules will now be updated and printed and be made available to members and others requiring them. John Morrissey congratulated both Gabrielle Deuss and Mel Gubb who have worked on updating and upgrading the Rules of the Society.

NZAHBS Show Rules There have been four changes to the NZAHBS Show Rules. These will apply from the start of the 2006/2007 show season (i.e. August 2006). The changes are as follows:

Section A: No 21: Showing Stallions at halter and/or under saddle: Stallions shall not be shown at halter or under saddle by any person aged 18 years or under. Proof of age will be required. Section B: No 5. Plaiting: In Halter and Ridden classes, geldings may be shown plaited. In ridden classes, stallions and mares may be shown plaited. Horses must have a natural, un-gingered tail. Section C: No 1. Protests: (b) accompanied by a deposit of $50 (increased from $20).

Section F: Definition of a Broodmare: Rule 1: Brood Mare Class - A brood mare is a mare with foal at foal or due to foal between August and 31 July of the current show season A mare without a foal at foot (ie has weaned a foal or is yet to foal) must have a veterinary certificate of pregnancy.

Rule 2 In foal Mare: An in foal mare is a mare which is due to foal after 1st August in the year following the current show season. She must have a veterinary certifcate of pregnancy.

A new Rule Book is being printed and will be made available from the office. Horse of the Year Hastings/Arabian Classes As there is no one in the Hawkes Bay area to champion this show, this event is now un-graded for Roll of Merit points. Council would be keen to hear from anyone who is prepared to organise this important show.

Stud Directory Outgoing Council member Sandie Ranui (Maclean) has completed this publication. Copies were made available free of charge to members attending the AGM. They will be mailed to members who didn't travel to Christchurch. Additional copies are available through the office for $15 (GST inclusive).

Executive Judging Five candidates participated in the 2006 NZAHBS judges theory paper which is stage one of the two part NZAHBS judges' exam. The new paper was designed by Mel Gubb and Jacquie Webby who also marked the paper. Candidates have been advised directly of their results. For successful candidates, stage two will be held during the 006/07 show season.

Electronic Stud Book An indication has been received from the Australian Arabian Horse Society that they are keen to discuss a possible New Zealand stud book "code share" to their system. Robin Hill will travel to Australia to meet with the registrar and secretary of the Australian Society to progress this further. Although this is a work in progress, progress is being made.

WAHO Conference To be held in Syria this year. Robin Hill was to represent NZ but due to the unrest in the Middle East those plans have been cancelled.

Royal Show Judge – Christchurch 15-17 Nov A suitably qualified judge has been approached however at the time of publication, his decision to accept the invitation had not been received.

Office Report Members should be aware that the services of the NZAHBS office and our Secretary Robin Hill are totally unavailable during the period leading up to, during and immediately after the Easter Show; ie two months. This has been the same story since the Society first operated out of the Franklin Showgrounds and latterly moved to the Auckland Showgrounds. This means that any matters pertaining to Registrations, transfers, export documents, DNA, etc. are unavailable during this time. If you have an urgent matter, please contact your nearest Council member who will contact Robin Hill if he or she is unable to assist with the problem directly. Please be patient during the time that Robin is unavailable. To assist members in ensuring their new purebred registrations are received within the required time frame, the deadline for receipt of these has now been extended by one month to 1 July. A further reminder to those members contacting the office by email, that the subject of your message should be clearly indicated in the subject line. The office can receive close to 800 emails in a day and anything that resembles spam mail or is without a clearly marked subject is deleted.

Redesign of Registration Form This work is almost completed and members will shortly be able to obtain copies from the NZAHBS office. Old forms will still be eligible to be used for registration purposes. The new form will cover all registrations (pure/anglo and partbreds).

Registrations The latest list of DNA horses was tabled at the meeting. The Secretary will forward a letter to each member who has outstanding registration issues advising them of the problem and the remedies required. Robin has been to some lengths to remedy a small number of horses that have been DNA tested. However some were incorrectly recorded at Massey.

Full Membership Renewal Discount Council have decided to again offer the $25 discount for Full members renewing their membership before 8 February, 2007. This follows a similar offer for the 2006 year. Renewals after that date will be the full amount.

Endurance A report from outgoing councillor and endurance portfolio holder Barbara McGregor is found under Portfolio Reports.

Incoming and Outgoing Councillors President John Morrissey welcomed two new councillors Belinda Simons and Tracey Rhodes back to Council and also Jacquie Webby. All three were returned in the recent round of nominations for the Board. John also thanked outgoing councillors Barbara McGregor and Sandie Ranui (Maclean) for their contribution and advised that he had received and accepted the resignation of David Marshall, which was effective immediately. The Council numbers are therefore at six and will remain so, with additional number(s) being co-opted as required.

Exported Horses For members exporting horses, in particular purebreds, please advise the Secretary who will amend the records and provide an Export Certificate. These certificates are free of charge. There are a number of horses that have been exported but are still shown on Society records as being in New Zealand. If the new owner wishes to register that horse in an offshore registry, this New Zealand documentation is mandatory.

Next Meeting The next meeing of the NZAHBS Council will be held in Christchurch on 10 August. Members wishing to raise any matters at that meeting should ensure their correspondence is in the hands of the Secretary at least three weeks before that date.

Incorrect Anglo Registrations: Final checks on all Anglo registrations have now been completed and a small list of horses have been found to meet Partbred criteria rather than Anglo (being from non-named Thoroughbred mares or by non-named Thoroughbred stallions). Robin will be making the necessary changes within the two Registers and owners/breeders will be advised. To qualify for Anglo registration, progeny must be from or by a named thoroughbred, not just one recorded for example as: "1994 Bay filly by After Lunch."

National Show Trophies Some of these have required repairs and these are now complete. WAHO Trophy Nominations for the awarding of this prestigious trophy are now open. Details of the criteria are in the last issue of Arabianz. The 2006 recipient will be announced at the AGM in Christchurch.

2006 Stud Directory Work is well under way on this valuable resource and it will be finalised and printed in March.

Delayed Registrations Some members have experienced delays with registrations for their 2004 foals. Many of them are due to lack of one or more factors such as mare or stallion returns, inconsistency between date of service and date of foaling, sale of mares in foal without furnishing the correct paper work. Delays this year have also been due to the implementation of DNA. One or two breeders omitted to DNA the sire or dam, but there have also been delays at Massey due to some administrative hiccups. If you think everything is in order and your foal registration has not been returned to you, please contact the Secretary. The cost of parent verification is $130 including GST. Council is in touch with Thoroughbred Racing New Zealand to negotiate a reduction in fees but no progress has been made yet.

Suspended Horses The progeny of the horse listed below will not be registered until matters pertaining to this horse have been resolved. MYS Fire Spirit AGM 2006 The 2006 AGM/Stud Tour will be held in Christchurch 6/7 May hosted by the Canterbury Arabian Club. Registration details were enclosed with the last issue of Arabianz – these are required to confirm numbers for Stud Tour transport and catering. Please return to the Secretary.

2006 Royal Show This event will be hosted by the Canterbury A&P Association from November 15-17. The Royal Show will be held in Canterbury for the next four years as the RAS moves to make their events more attractive to the public. Council recognises this is disadvantageous to North Island breeders but the Horse of the Year Show in Hastings is one of the highlights of the showing scene and members are encouraged to support it. Alex Lothian has been instrumental in developing Arab classes at the HOY Show but he has advised he will not be available in 2007.

Electronic On Line Stud Book This remains work in progress, however a feasibility report to Council is due shortly.

NZAHBS Rules and Regulations 2006 This publication with amendments and new regulations included, has now been printed and a copy is enclosed with this mailout. The 2006 version replaces all other versions which should now be destroyed. Further copies are available from the NZAHBS office (Green cover). Many people were involved in updating the old rules and critiquing the final draft and particular thanks are due to Mel Gubb for his tireless contribution. This portfolio is care of Gabrielle Deuss.


Exported Stallion/Semen retained in New Zealand
If a stallion is exported and frozen semen is retained in New Zealand, owners of stallions and semen are encouraged to make sure that all parties understand the situation from the same perspective.If you have sold the stallion and he has been exported, but retained frozen semen in New Zealand, please ascertain in writing who owns the semen. It is pointless retaining frozen semen if you (as the previous owner of the horse) do not have permission to use it in New Zealand. The foals will not be registered.

Exporting semen requires a series of health tests to be performed on the stallion before collection, so if you are exporting semen which you might want to export, please make sure you find out the importation requirements of the importing country. This is part of Gabrielle Deuss' portflio.

2007 WAHO Trophy Nominations Nominations are open now for the 2007 awarding of this prestigious Trophy. Nominees must meet the following criteria:

  • Written nominations only must be supported by a short summary qualifying the nomination The horse must be registered with the NZAHBS The horse must be a purebred The horse must be bred in New Zealand The horse must be domicilied in New Zealand The horse must be alive at the time of nomination Nominees should be Arabian horses that have, in some way, been an excellent "ambassador" for the breed, or in the case of older horses, achieved the same through immediate progeny
  • Nominations should be for all disciplines and not limited to halter horses only.
The successful recipient will be announced at the AGM, 2007.

2006 Show Rules/Handling and/or Riding a StallionCouncil discussed this matter (NZAHBS Rules 2006: Section A:21: Stallions shall not be shown at halter or under saddle by any person aged 18 years or under. Proof of age will be required.) at an NZAHBS show/or where NZAHBS Showing Rules are applied, with regard to possible dispensations. After considerable discussion, it was agreed, by majority vote, that there would be no dispensations – Council taking the conservative view on the subject with various reasons being covered and considered including OSH, Animal Welfare, People Welfare, Safety of other people and unpredicatability of even the quietest stallions.

WAHO Trophy The 2006 winner Ngapa Joussif will be highlighted in a special Arabianz feature in the December 2006 edition. Owners/riders with Ngapa Joussif progeny are invited to participate with advertising and/or articles in the December edition. Nominations for the 2007 WAHO Trophy recipient will also open in the December 2006 edition.

Horse of the Year/Arabian Classes With no support received to run these classes at the Horse of the Year, these classes will now lapse. The Secretary has accordingly advised the Horse of the Year secretariat.

2006 Royal Show Christchurch - Arabian Judge
The Judge for this event has been confirmed as Graham Smith from Australia. Graham Smith, from Murrumbateman, New South Wales has been a National Panel Judge since 1996 and owns Kankara Pastoral where he breeds purebred Arabians, Anglos and Arabian Warmbloods. He last judged in New Zealand at the 2002 Auckland Royal Show and was one of the judges at the 2004 Australian Championships. Graham Smith is also qualified to judge Palominos, Pintos, Hacks/EFA, Buckskins and White Horses.


2006 Stud Directory It is anticipated that this publication will be updated and published again within the next 18 months. Tracey Rhodes has the portfolio.

Suspended horses

MYS Fire Spirit - this horse and any progeny by him remain in suspension until matters pertaining to his registration have been resolved.

2007 National Show To be held at Cambridge Lodge on 24/25 February 2007. Planning is well underway. Any sponsorship will be welcome. Co-ordinating this portfolio between the organisers and the NZAHBS is Lee Cox.

Discount for Full Members Renewing Their Membership
A $25.00 rebate will again be offered to FULL members renewing their membership by 28 February 2007. Membership renewals are posted with the December edition of the Arabianz.


Electronic Stud Book
Discussions with the Australian Society have been held with costs now being sought from the AHSA regarding loading our stud book onto their electronic data base and maintaining the updates. The New Zealand horses will be in a separate stud book accessible through the NZAHBS webpage. This project is still at the research stage. However, it will again be discussed at the November meeting of Council and members will be advised accordingly. Gabrielle Deuss has this portfolio.

Office Report A further reminder that Mare and Stallion Returns are well overdue. Any that have not been completed, please forward without delay to the office. A reminder that the deadline for receipt of purebred registrations has also been extended and is now July 1. A new requirement for mare and stallion returns is that all matings (purebred and derivatives) must be shown on the returns. A list of horses with registration problems was tabled at the meeting. Most are DNA problems - mare or sire not DNA'd or no mare and/or stallion returns, etc. Please ensure you have your paperwork COMPLETE before you post it to the NZAHBS office. The Secretary has been directed by Council to return any paperwork to the sender that does not meet all criteria. Of all the paperwork received at office, 80% is incorrect.

A reminder that the services of the NZAHBS office and our Secretary Robin Hill are totally unavailable during the period leading up to, during and after the Easter Show. To meet this hiatus in activity at the office, Gabrielle Deuss will be the immediate contact during this period, and will redirect matters for action to other council members as required.

DNA List on Arabianz/Horsetalk Website The current list of Purebred DNA'd horses has been posted on the NZAHBS Arabianz/Horsetalk website. Please note that some imported horses do not appear on this list. This does not mean that their DNA is not on record and they will be added as the list is regularly updated. If your horse does not appear on the list and you believe it should be there, please contact the office. A reminder if you are contemplating importing a purebred horse, it must be DNA'd in the country of origin prior to coming to New Zealand. Derivatives do not have to be DNA'd in their country of origin.


Endurance
Council wishes to establish more contact with Endurance New Zealand since the vast majority of successful endurance horses are Arabians or derivatives. Belinda Simons, who has this portfolio, has made good progress so far this year. Any suggestions should be directed to her. We have also entered into a reciprocal newsletter arrangement with Endurance New Zealand.

SCID Testing This is not a pre-requisite of registration/use by the NZAHBS. Of the 31 horses being tested under the latest round, 16 have come from New Zealand.

Use of the "Derivative" Title
Council have moved to rename all non-purebred horses by the overall name of Derivatives with the subheaders under this main title being partbreds and Anglos. This will bring the New Zealand Society into line with Australia and make the integration of our non-purebreds into the electronic data base smoother. However, there are no plans at this stage to further split the registrations into other sub-sets such as Arabian Warmbloods and Quarabs. Show Secretaries are advised of this change via this publication and are requested to rename the appropriate section in their show schedules. Updated Registry's of Derivative horses split into Partbred and Anglo will be available from the office shortly. Costs will be advised through Arabianz and on the Arabianz website.


Royal Agricultural Society Affiliation

Levies for affiliated breed societies to the RAS were increased following the last RAS AGM. Accordingly and following discussion at the meeting, Council has decided that membership of the RAS will be reviewed.

WAHO Conference Syria, 2006
Robin Hill was to represent New Zealand at the Conference however, due to the ongoing unrest in the Middle East, he will not attend. NZAHBS reports have been forwarded to the Secretary of WAHO for tabling on our behalf at the conference. The next WAHO Conference 2008 will be hosted in Muscat, Sultanate of Oman.


NZAHBS Rules for Showing and Judging Arabian Horses 2006 Edition These are now available from the office. Show Secretaries are advised to obtain copies for their Judges. Please note that there are a series of changes to the rules and these were published in the last issue of Arabianz. This latest edition (Green cover) replaces all other previous editions. A full list of NZAHBS Judges appears on the Website.

2007 NZAHBS Annual General Meeting This will be held in Auckland with a date and venue to be confirmed in the December issue of Arabianz and on the NZAHBS website.

Promotional Activities In line with the WAHO memorandum tabled at the meeting regarding in-country promotion of Arabian horses, expressions of interest are called for to participate in a forum to establish a strategic plan for promoting the New Zealand Arabian Horse (purebred and derivative). WAHO Report
Council received a considerable report from WAHO which included the Rules and Requirements for Establishing and Keeping a Stud Book, incorporating Minimum Rules and Requirements for the use of Artificial Insemination and Embryo Transfer and Ovum Transfer and In Transit Rules. The key points of this report are as follows:

  • Rule 14: Age of Breeding Stock - regardless of the method of breeding used, it is a mandatory WAHO rule that colts and fillies must be at least 24 months of age prior to their use for breeding. Recommendation: WAHO strongly recommends, for welfare reasons, that fillies should be over the age of 36 months prior to their first use for breeding. Rule 15: Breeding Stock - Identification by DNA or Bloodtyping -
    • Clause 4) It is a mandatory WAHO rule that Registering Authority Members only use laboratories accredited by ISAG or equivalent body which take part in the annual equine comparison tests or equivalent quality checks.
    Rule 17: Artificial Insemination
    • Clause 3: Artificial Insemination Permits: The majority of WAHO Registering Authority Members have a domestic rule that an Artificial Insemination Permit is required for each stallion used in an Artificial Insemination programme, whether using fresh, chilled or frozen semen. Such AI permits may be for life or renewed each calendar year that semen is being used (NB: Please note: the NZAHBS requires annual permit renewal for both stallion and mare ).

      The following mandatory AI Permit rules must be compiled with:

      1. The permit must be obtained from the Registering authority of the country in which the stallion is domiciled prior to the use of his semen The recorded owner or authorised agent of the stallion must complete, sign and file an AI Permit request on the form provided by the Registering Authority. By signing this form, the stallion owner agrees that he/she has read and agrees to abide by the rules used by the Registering Autjority for Artificial Insemination. The stallion must be registered in the stud book of the country in which he is domiciled at the time of semen collection The stallion's DNA-type must have been placed on permanent record with the Registering Authority
      2. The required fees must have been paid
      Clause 5: Use of Fresh or Chilled Semen on Stallion Owner's Premises In cases where the semen is utilised in its fresh or chilled form on the same farm or facility where the stallion and mare are both present at the time of collection, the WAHO Semen Collection and Insemination Report form need not be used. Clause 6: Export of Stallion in AI Programme: Retained Breedings by Vendor If a stallion is exported but stored semen is retained for use within the country of sale, the semen may only be used provided the following rules are met:
      1. Permits are required for each year in which the semen is used The Semen Collection and Insemination Report form must be signed by the stallion owner(s) or authorised agent(s) at the time of the semen collection
      2. The preclude future legal disputes, the stallion owner or authorised agent at the time of semen collection must provide written evidence to the Registering Authorities in both the exporting and importing country that the person using the semen has authority to do so.
    • Clause 7: Domestic Sale of Stallion in AI Programme: Retained Breedings by Vendor
      If a stallion is sold, his AI Permit may be transferred to the name of the new owner(s) provided the Registration Authority is informed in writing and the Transfer of Registration rules are met. If a stallion is sold within the country of domicile but the vendor retains stored semen for use either within the country of domicile, or for export, the Registration Authority must be informed in writing of the number of breedings retained. This semen may be used provided the following rules are met:
      1. Permits are required for each year in which the semen is used
      2. The Semen Collection and Insemination Report form must be signed by the stallion owner(s) or authorised agent(s) at the time of semen collection
      3. To preclude future legal disputes the stallion owner must provide written evidence to the Registering Authority that the person using the semen has authority to do so.
    Rule 23: Name Changes
    1. Racing or Competition Names:
      Some countries allow horses to race or take part in competitions such as endurance under different names to their original registered names. These racing or endurance names are not registered names and must not appear on a registration certificate or passport nor in the main body of any stud book or register, however, an appendix showing a list of registered names alongside racing or endurance names may be used.

      Recommendation: WAHO Member Registries are strongly advised to discourage the practice of changing names for competition as this may result in the mistaken identity of a horse, which in turn can result in misinformation being passed to the general public in published competition results. It can also result in the complete loss of the true identity of a registered Arabian horse.

  • Rule 27: Import Procedures between WAHO Registering Authority Member Countries
    • Clause 2: Qualification
      Only horses imported from and registered with a WAHO Registering Authority Member in good standing can be registered. Current lists may be obtained from the WAHO Office.
      1. If not accompanied by the proper documentation, the imported horse may not be registered by the importing country Under no circumstances may an imported horse be registered without a WAHO approved Export Certificate. No other document will suffice.
      2. No processing of further paperwork for an imported horse can begin until the WAHO Export Certificate or an approved version of the same is on file.

    Next Meeting The next meeting of the NZAHBS Council will be held in Christchurch on 1 November 2006. Members wishing to raise any matters at that meeting should ensure their correspondence is in the hands of the Secretary at least three weeks prior to that date.

    A NZAHBS Council meeting was held in Christchurch on 5 May. Below are the key points from the meeting.


    Incorrect Anglo Registrations/Partbred Registers
    This work has now been completed and the Secretary will be issuing partbred cards in place of incorrect anglo registration cards shortly. Owners will be notified of the changes at the time of mailing the changed registration cards. A partbred register (off computer/photocopier only) with updated information will be printed shortly.


    Roll of Merit Points Changes
    Because of the difficulty the convenors of the ROM (Sue Spratt and Bev Jones) have experienced again this season trying to obtain show results from, in particular B grade shows, ROM points will now be applicable only to Champions and Reserves at Double A (National titles) and A Grade shows, and will cover only Champion, Reserve Champion and Top Five/Top Three recipients at Title Shows. Endurance is unchanged with the minimum required achievement being 5000km. Applicable shows/disciplines now are as follows:

    • AA Class:
      • National Titles Show
    • A Class:
      • North and South Island Championships Taranaki All Arabian Auckland Spectacular North Island All Breeds (Hamilton) Auckland Royal Easter Canterbury All Arab Royal Show (to be held in Christchurch until 2009) Otago All Arab Progeny (unchanged)
      • Endurance 5000km (unchanged)
    [Please note: The Horse of the Year Show (Hastings) is NOW un-graded. This may be reviewed when an appropriately credentialed judge is used for this show.

    WAHO Trophy 2006 A number of quality nominations were received for this prestigious award and Council by majority vote decided that the 2006 recipient should be Ngapa Joussif, owned by Lin and Stuart Cottle. Congratulations to the Cottles and Ngapa Joussif.

    NZAHBS Rules
    Proposed changes to the NZAHBS Rules were circulated to all members prior to the AGM in accordance with the Constitution requirements and were passed unanimously by full members at the meeting. The Rules will now be updated and printed and be made available to members and others requiring them. John Morrissey congratulated both Gabrielle Deuss and Mel Gubb who have worked on updating and upgrading the Rules of the Society.


    NZAHBS Show Rules
    There have been four changes to the NZAHBS Show Rules. These will apply from the start of the 2006/2007 show season (i.e. August 2006). The changes are as follows:

    • Section A: No 21: Showing Stallions at halter and/or under saddle: Stallions shall not be shown at halter or under saddle by any person aged 18 years or under. Proof of age will be required. Section B: No 5. Plaiting: In Halter and Ridden classes, geldings may be shown plaited. In ridden classes, stallions and mares may be shown plaited. Horses must have a natural, un-gingered tail. Section C: No 1. Protests: (b) accompanied by a deposit of $50 (increased from $20).
    • Section F: Definition of a Broodmare:
      • Rule 1: Brood Mare Class - A brood mare is a mare with foal at foal or due to foal between August and 31 July of the current show season A mare without a foal at foot (ie has weaned a foal or is yet to foal) must have a veterinary certificate of pregnancy.
      • Rule 2 In foal Mare: An in foal mare is a mare which is due to foal after 1st August in the year following the current show season. She must have a veterinary certifcate of pregnancy.
    A new Rule Book is being printed and will be made available from the office.

    Horse of the Year Hastings/Arabian Classes As there is no one in the Hawkes Bay area to champion this show, this event is now un-graded for Roll of Merit points. Council would be keen to hear from anyone who is prepared to organise this important show.

    Stud Directory Outgoing Council member Sandie Ranui (Maclean) has completed this publication. Copies were made available free of charge to members attending the AGM. They will be mailed to members who didn't travel to Christchurch. Additional copies are available through the office for $15 (GST inclusive).

    Executive Judging Five candidates participated in the 2006 NZAHBS judges theory paper which is stage one of the two part NZAHBS judges' exam. The new paper was designed by Mel Gubb and Jacquie Webby who also marked the paper. Candidates have been advised directly of their results. For successful candidates, stage two will be held during the 006/07 show season.

    Electronic Stud Book
    An indication has been received from the Australian Arabian Horse Society that they are keen to discuss a possible New Zealand stud book "code share" to their system. Robin Hill will travel to Australia to meet with the registrar and secretary of the Australian Society to progress this further. Although this is a work in progress, progress is being made.

    WAHO Conference To be held in Syria this year. Robin Hill was to represent NZ but due to the unrest in the Middle East those plans have been cancelled.

    Royal Show Judge – Christchurch 15-17 Nov A suitably qualified judge has been approached however at the time of publication, his decision to accept the invitation had not been received.

    Suspended Horses MYS Fire Spirit – this horse and any progeny by him remain in suspension until matters pertaining to his registration have been resolved.

    Members should be aware that the services of the NZAHBS office and our Secretary Robin Hill are totally unavailable during the period leading up to, during and immediately after the Easter Show; ie two months. This has been the same story since the Society first operated out of the Franklin Showgrounds and latterly moved to the Auckland Showgrounds. This means that any matters pertaining to Registrations, transfers, export documents, DNA, etc. are unavailable during this time. If you have an urgent matter, please contact your nearest Council member who will contact Robin Hill if he or she is unable to assist with the problem directly. Please be patient during the time that Robin is unavailable. To assist members in ensuring their new purebred registrations are received within the required time frame, the deadline for receipt of these has now been extended by one month to 1 July. A further reminder to those members contacting the office by email, that the subject of your message should be clearly indicated in the subject line. The office can receive close to 800 emails in a day and anything that resembles spam mail or is without a clearly marked subject is deleted.

    Redesign of Registration Form
    This work is almost completed and members will shortly be able to obtain copies from the NZAHBS office. Old forms will still be eligible to be used for registration purposes. The new form will cover all registrations (pure/anglo and partbreds).


    Registrations The latest list of DNA horses was tabled at the meeting. The Secretary will forward a letter to each member who has outstanding registration issues advising them of the problem and the remedies required. Robin has been to some lengths to remedy a small number of horses that have been DNA tested. However some were incorrectly recorded at Massey.

    Full Membership Renewal Discount
    Council have decided to again offer the $25 discount for Full members renewing their membership before 8 February, 2007. This follows a similar offer for the 2006 year. Renewals after that date will be the full amount.

    Endurance A report from outgoing councillor and endurance portfolio holder Barbara McGregor is found under Portfolio Reports.

    Incoming and Outgoing Councillors
    President John Morrissey welcomed two new councillors Belinda Simons and Tracey Rhodes back to Council and also Jacquie Webby. All three were returned in the recent round of nominations for the Board. John also thanked outgoing councillors Barbara McGregor and Sandie Ranui (Maclean) for their contribution and advised that he had received and accepted the resignation of David Marshall, which was effective immediately. The Council numbers are therefore at six and will remain so, with additional number(s) being co-opted as required.

    Exported Horses For members exporting horses, in particular purebreds, please advise the Secretary who will amend the records and provide an Export Certificate. These certificates are free of charge. There are a number of horses that have been exported but are still shown on Society records as being in New Zealand. If the new owner wishes to register that horse in an offshore registry, this New Zealand documentation is mandatory.

    Incorrect Anglo Registrations: Final checks on all Anglo registrations have now been completed and a small list of horses have been found to meet Partbred criteria rather than Anglo (being from non-named Thoroughbred mares or by non-named Thoroughbred stallions). Robin will be making the necessary changes within the two Registers and owners/breeders will be advised. To qualify for Anglo registration, progeny must be from or by a named thoroughbred, not just one recorded for example as: "1994 Bay filly by After Lunch."

    National Show Trophies
    Some of these have required repairs and these are now complete.
    WAHO Trophy Nominations for the awarding of this prestigious trophy are now open. Details of the criteria are in the last issue of Arabianz. The 2006 recipient will be announced at the AGM in Christchurch.

    2006 Stud Directory Work is well under way on this valuable resource and it will be finalised and printed in March.

    Delayed Registrations
    Some members have experienced delays with registrations for their 2004 foals. Many of them are due to lack of one or more factors such as mare or stallion returns, inconsistency between date of service and date of foaling, sale of mares in foal without furnishing the correct paper work. Delays this year have also been due to the implementation of DNA. One or two breeders omitted to DNA the sire or dam, but there have also been delays at Massey due to some administrative hiccups. If you think everything is in order and your foal registration has not been returned to you, please contact the Secretary. The cost of parent verification is $130 including GST. Council is in touch with Thoroughbred Racing New Zealand to negotiate a reduction in fees but no progress has been made yet.

    AGM 2006 The 2006 AGM/Stud Tour will be held in Christchurch 6/7 May hosted by the Canterbury Arabian Club. Registration details were enclosed with the last issue of Arabianz – these are required to confirm numbers for Stud Tour transport and catering. Please return to the Secretary.

    2006 Royal Show This event will be hosted by the Canterbury A&P Association from November 15-17. The Royal Show will be held in Canterbury for the next four years as the RAS moves to make their events more attractive to the public. Council recognises this is disadvantageous to North Island breeders but the Horse of the Year Show in Hastings is one of the highlights of the showing scene and members are encouraged to support it. Alex Lothian has been instrumental in developing Arab classes at the HOY Show but he has advised he will not be available in 2007.


    Electronic On Line Stud Book
    This remains work in progress, however a feasibility report to Council is due shortly.
